DURHAM, N.C. / PRINCETON, N.J. – August 12, 2026 – Kindle Energy and 8 Rivers today announced that Kindle Energy and 8 Rivers have entered a joint development agreement on Rolling Cedar, LLC (“Rolling Cedar”), a power project originated by 8 Rivers. The Rolling Cedar project is a ~430 MWe simple cycle power project located in Eastern Wyoming with a 2030 project online date.
Under the joint development agreement, Kindle Energy and 8 Rivers will collaborate on the continued development of Rolling Cedar, combining Kindle Energy’s development, construction and operations expertise with 8 Rivers’ track record of originating and developing infrastructure-scale energy projects.

Rolling Cedar is designed to provide reliable, dispatchable generating capacity to help meet growing electricity demand across the Intermountain West while requiring minimal water for operations. The project offers the fast-start flexibility needed to respond quickly to shifts in demand and to firm up the region’s expanding portfolio of intermittent wind and solar resources – delivering power when it is needed most, including during peak periods and extreme weather events.
The project arrives at a pivotal moment for the Western grid, where load growth to support economic development is converging with reliability concerns from intermittent power sources, and lost capacity from the retirement of legacy thermal generation. By adding new, around-the-clock capacity, Rolling Cedar is intended to strengthen grid reliability and resource adequacy across the region.
The Rolling Cedar site will also offer the opportunity for additional generation growth into the future with the ability to convert to combined cycle or add more generators in the future.
